James Baumgardner is a senior research economist at Precision Health Economics and an expert in health economics and policy.
Prior to his current role, he was the deputy assistant director at Congressional Budget Office (CBO), serving at CBO for more than 20 years. At CBO, he focused on legislative initiatives related to Medicare and its prescription drug program, the regulation of employment-based and individually purchased health plans, the costs of insurance coverage, and pharmaceutical markets and regulation. He also analyzed policies touching on graduate medical education and health improvements in the population.
Prior to his time at CBO, Dr. Baumgardner was a professor of economics at Duke University. He earned his doctorate in economics at the University of Chicago.
