Aaron Payne is a fourth-year PhD student in the Applied Economics program at The Wharton School at the University of Pennsylvania. His interests are in public and behavioral economics. His current work explores the role of non-standard fairness preferences in determining tax policy. Specifically, he is examining this connection in the context of Finland’s “day fine” system, in which civil fines are levied in proportion to income; this work leverages both Finnish administrative data and survey elicitations. Prior to Wharton, he received his Bachelor’s degree in Economics from Vassar College and worked as a research assistant at the Federal Reserve Bank of Philadelphia.
